Abstract
So far, theoretical as well as practical work in the field of Industrial Ecology has been almost totally restricted to industrially advanced OECD countries. This is very unfortunate, considering the challenge of transforming the industrial system at a global scale. New "metrics" are needed, including the informal sector, to evaluate the state of the environment and to aid fresh assessment, based on which new development strategies can be planned and implemented. The tools have to be accurate enough for good decision making and action has to be quick enough for the strategy to be relevant. Field studies in India will be presented, making the case that Resource Flow Analysis (RFA) and Industrial Ecology can provide new tools for development planning.
